ECI Engineering Consultancy & Services is seeking an experienced HPPE Process Technology Project Engineer to provide technical and operational support to ongoing projects in China.  As a member of our HPPE Business and Technology Unit you will support startup and commissioning efforts of ongoing projects throughout China.  This position will be based in our Shanghai, China office Unit 905, Building A, Mangoo Hub, No. 27 Longai Road, Xuhui District.

ROLES AND RESPONSIBILITIES
This position reports directly to the HPPE Process Technology Leader |China.
Project Engineering Support:

  • Provide project engineering support during the commissioning and startup of ongoing projects throughout China. 
  • Participate in the development of project engineering budgets and schedules.
  • Manage the scope of engineering work to eliminate cost / time growth.
  • Identify any project scope growth and correctly document it and apply the project procedures for cost and time reimbursement.
Process Engineering|Technical Support:
  • Act as a Process Engineer on specified projects / proposals in accordance with Company Management System.
  • Implement assigned process engineering design work within the budget and project timescale.
  • Apply your in-depth knowledge of HPPE process technology to resolve complex operational|production issues or unusual engineering or design problems.
  • Provide operational technical support to address product quality issues that may arise during startup and commissioning activities.
  • Address technical quality assurance activities, facilitate technical design/project reviews to prevent over design, and implement lessons learned across projects.
  • Attend technical design/project reviews to ensure compliance with customer’s needs and QHSE requirements.
  • Prepare engineering deliverables and check deliverables produced by others in accordance with Company Management System, project requirements and international standards.
  • Identify lessons learned from the project and communicate to others within the HPPE  Business and Technology Unit.
REQUIREMENTS
  • Bachelor’s Degree in Chemical Engineering is required.
  • 5-10 years of experience in various process engineering, operations, or other technical roles with a minimum of 5 years in a multidisciplinary petrochemical design environment.
  • 5-7 years of experience with LDPE, EVA and HPPE technologies/licenses preferred.
  • Site experience (e.g., operations, commissioning, process optimization, debottlenecking etc.).
  • Working knowledge of fixed and rotating equipment associated with HPPE technologies.
  • Up-to-date knowledge of key process design and engineering techniques and their applications.
  • Good command of, and experience with, industry standard process simulation tools (e.g., Aspen EDR/Plus/HYSYS etc.).
  • Up-to-date knowledge of relevant international standards for petrochemical process plants.
  • Knowledge and understanding of industry codes, product safety standards, regulations, etc .
  • Creative problem definition and problem-solving skills.
  • Excellent technical and non-technical communication skills, both written and oral.
  • Ability to lead large teams of multi-skilled engineers.
  • Must be capable of working as part of a close-knit small core team as well as being self-reliant with the confidence to make decisions acting on their own initiative.
  • Organized with the ability to support multiple concurrent projects.
  • Command of both Mandarin Chinese and International English (written & verbal)
  • Must have the right to work in Shanghai China.
  • Chinese citizenship preferred.
